Cement production in Pakistan showed notable growth in October 2025, with local dispatches rising by 15.17% year-on-year to 3.926 million tons, compared to 3.409 million tons in the same month of the previous year, according to figures from the All Pakistan Cement Manufacturers Association (APCMA). The total cement dispatches reached 4.754 million tons, reflecting an overall increase of 5.87% from 4.490 million tons recorded in October 2024. This rise was primarily driven by higher domestic demand, although exports continued to weaken.
Export volumes saw a sharp year-on-year decline of 23.44%, dropping from 1.081 million tons in October 2024 to 0.827 million tons in October 2025. The APCMA cautioned that if this downward trend in exports persists, it could hinder the recovery of the cement sector. The association urged the government to adopt export-supportive policies and incentives to help local manufacturers regain competitiveness in international markets.
Regionally, cement dispatches from North-based mills increased by 15.03%, reaching 3.525 million tons compared to 3.064 million tons a year earlier. In contrast, South-based mills experienced a decline of 13.81%, with dispatches falling to 1.23 million tons from 1.425 million tons in October 2024. Export figures reflected a similar pattern, with North-based mills reporting a 27.79% fall to 146,478 tons, and South-based mills seeing a 22.43% decrease to 680,903 tons.
During the first four months of the current fiscal year, total cement dispatches by North-based mills rose by 18.15% to 12.547 million tons, while South-based mills recorded an 8.92% increase to 4.718 million tons. An APCMA spokesperson highlighted concerns over the continued drop in exports and emphasized the need for immediate government intervention to make the industry more globally competitive. The spokesperson warned that if the decline continues, it could dampen the positive momentum in Pakistan’s cement sector recovery.
