The fellowship, officially known as the Young Development Fellows Program – 3rd Batch, is led by the Planning Commission of Pakistan under the Ministry of Planning, Development, and Special Initiatives. Unlike short-term internships, it places fellows inside active government initiatives where national-level decisions are made. The goal is to prepare future policy leaders for Pakistan and create a bridge between educated youth and federal institutions.
Fellows gain hands-on experience with senior policymakers, exposure to national planning frameworks, and the opportunity to contribute to public sector reforms. Many alumni move on to roles in international organizations, policy think tanks, government advisory positions, and development consulting.
The fellowship provides one of the highest stipends for youth programs in the public sector, with Rs. 90,000 paid monthly for twelve months. Full-time commitment is required, and the program does not provide travel or relocation allowances. Despite this, the policy exposure and career value make it highly competitive.
Eligibility criteria include an age range of 21 to 30 years, a master’s degree or a 16-year bachelor’s qualification (BS/BE) from an HEC-recognized local or foreign university, and a minimum CGPA of 3.2 or equivalent. Eligible disciplines align with Pakistan’s national development priorities, including artificial intelligence and data analytics, economics, finance and trade, public policy and governance, energy, water and food security, climate change and blue economy, as well as health, education, and social sciences.
The application process requires hard-copy submission. Applicants must download the official form from the Planning Commission career portal, complete it carefully, attach a CV, attested degrees and transcripts, CNIC copy, two passport-size photos, and any experience certificates. The completed application is sent via courier to the Project Director at the Pak Secretariat in Islamabad. Late or incomplete submissions are not considered.
Core components of the fellowship include policy mentorship with senior officers and economists, contributions to Pakistan’s 5Es Development Framework covering exports, e-Pakistan, environment, energy, and equity, and professional networking through the URAAN Youth Force, which provides access to policy forums and leadership circles.
Selection is merit-based and involves academic screening, shortlisting, interviews in Islamabad, and final selection based on performance. No travel or daily allowances are provided for interview attendance. The fellowship is not permanent employment, does not guarantee a government job, but significantly enhances career prospects.
