JIT Names Former Finance Minister Abdul Hafeez Shaikh as Alleged Mastermind in One Constitution Avenue Scandal
A joint investigation team has identified former finance minister Abdul Hafeez Shaikh as the alleged mastermind behind the One Constitution Avenue scandal, recommending that NAB expedite its probe and file a reference within three months.

A joint investigation team (JIT) has named former finance minister Abdul Hafeez Shaikh as the alleged mastermind behind the One Constitution Avenue scandal in Islamabad, according to an investigation report that also implicates several former officials of the Capital Development Authority (CDA).
The report states that Shaikh allegedly worked in coordination with former CDA officials, including former chairman Kamran Lashari, Faisal Awan and Azhar Ali Chaudhry. Investigators concluded that the project caused financial losses to the national exchequer while allowing certain individuals and their associates to secure undue benefits.
The JIT has recommended that Shaikh be blacklisted from participating in government projects and has urged the National Accountability Bureau (NAB) to accelerate its investigation and file a reference within three months. It also called for further investigation and action against those found responsible.
Federal Minister Ahsan Iqbal confirmed the JIT's findings during a press conference, stating that the government would not extend protection to anyone involved in the scandal. He added that authorities would arrange a transparent re-auction of the project as part of efforts to address the matter.
The One Constitution Avenue project has drawn scrutiny over alleged irregularities in its development and the benefits reportedly accrued by individuals connected to it. The JIT's findings add to the case's significance, as it involves a former senior finance official and former heads of the capital's development authority.
The recommendations now rest with accountability authorities, who are expected to move forward with the investigation. The government's stated commitment to a transparent re-auction and to pursuing action against those responsible will be closely watched as the case develops.
