The Pakistan Telecommunication Authority (PTA) is facing difficulties in recovering penalties imposed on telecom operators, with court proceedings and stay orders delaying the collection of fines, a parliamentary panel was told on Tuesday. The matter came up during a meeting of the National Assembly Standing Committee on Information Technology and Telecom, where lawmakers questioned the regulator over its enforcement actions against telecom companies.

Committee Chairman Syed Aminul Haque asked PTA officials why the authority had levied fines on telecom operators but had not recovered any of the amounts. In response, PTA Chairman Major General (retd.) Hafeez ur Rehman said telecom companies frequently approach courts and secure stay orders against penalties, which slows down the recovery process.

The Director General of Enforcement also informed the committee that ongoing legal proceedings had affected collections. He noted, however, that decisions in some cases had begun to come through, which could ease the recovery process going forward.

The discussion took place amid lawmakers' frustration over the continued poor quality of mobile and internet services across Pakistan. Committee members said telecom service issues had remained unresolved despite repeated deliberations over the past two and a half years.

The PTA Chairman said the regulator had been inspecting telecom infrastructure and directing companies to improve their services. He added that issuing show-cause notices to operators was among the last available options, since enforcement action often leads to prolonged legal disputes.

The exchange highlights the regulatory and legal challenges facing Pakistan's telecom sector as authorities seek to hold operators accountable for service quality while navigating a court process that can delay penalties for extended periods.
