The Punjab government has made payment of the garbage tax compulsory for obtaining the no-objection certificate (NOC) required to sell or transfer property, meaning owners with unpaid bills will be unable to complete such transactions until their dues are cleared.
According to Excise Department officials, authorities will begin issuing second-quarter garbage tax bills from January 1, while distribution of the remaining first-quarter bills is expected to be completed shortly. The province started issuing the bills across Punjab on September 1, and roughly 1.4 million bills have been distributed so far, including in Lahore.
Officials said the department has collected more than Rs. 24 million in garbage tax over the past two months. Punjab has approximately five million property units, and around 20 percent of them fall within housing societies and towns where local management already collects cleaning fees and provides solid waste management services. Those areas will not be subject to the garbage tax.
Property owners can also retrieve their bills online by entering their property number on the Excise Department's website. Officials reiterated that owners must pay on time to secure the NOC needed for property sales and transfers, adding that the certificate will be withheld wherever the required payment remains outstanding.
The linkage of tax clearance to property transactions marks a firm enforcement step by the provincial government as it rolls out the levy province-wide. Owners planning to sell or transfer property are advised to confirm their bill status and settle any outstanding amount before starting the paperwork.
