Government Launches Rs. 10 Million Interest-Free Loan Scheme to Support Freelancers and Startups in Pakistan

The government of Pakistan has announced interest-free financing of up to Rs. 10 million to establish 250 modern working spaces under the National Co-Working Space Program (NCSP). The initiative, launched through the Pakistan Software Export Board (PSEB), aims to strengthen the country’s digital infrastructure, boost freelancers’ productivity, and foster entrepreneurship. The program will serve as a key driver for digital inclusion, financial participation, and economic growth by supporting freelancers, startups, and small businesses.

According to the Expression of Interest (EOI) issued by PSEB, the financing will help set up co-working facilities with a minimum capacity of 100 seats each, developed under a public-private partnership model. The NCSP is part of the government’s broader strategy to position Pakistan as a leading global freelancing hub at a time when the country faces pressing employment challenges. Data from Gallup Pakistan shows that around 8.9 million young people are currently unemployed, while 21.8 million are not engaged in education, employment, or training.

The program envisions the creation of over 250 interconnected co-working spaces across Pakistan, designed to serve as virtual technology hubs. These centers will provide state-of-the-art work environments that enable collaboration, innovation, and skill development, empowering young professionals and freelancers to thrive in the global digital economy.

Located strategically in major cities and emerging areas, the co-working spaces will function as incubators for creative ideas, business startups, and digital entrepreneurship. Each center will be equipped to support professional networking, knowledge sharing, and training programs that enhance employability and digital participation.

To qualify, applicants can utilize any existing co-working facility or convert a vacant or underused building—whether public or private—into a functional NCSP workspace. The interest-free loan can be availed through the Prime Minister’s Youth Loan Scheme or other participating commercial banks. Applicants will be responsible for establishing, operating, and maintaining the centers, ensuring sustainability and accessibility for Pakistan’s growing freelance community.
