CDA Orders Establishment of MCI Complex at Old Naval Headquarters in Islamabad

The Capital Development Authority (CDA) has issued an office order to establish the Metropolitan Corporation Islamabad (MCI) Complex at the Old Naval Headquarters Building in Sector G-6, Islamabad. The order, issued by the CDA Administration Directorate on November 6, 2026, directs the immediate withdrawal and reallocation of office accommodations for three directorates: the Islamabad Water Agency (IWA), the Directorate of Municipal Administration (DMA), and the Maintenance Directorate.

Under the reshuffling, the IWA will move from its current location on the first floor of the Old Naval Headquarters Building to Rooms 1 to 25 of the DMA Office in the Fire Headquarters Building, Sector G-7/1. The DMA will relocate from the Fire Headquarters Building to the Old Naval Headquarters Building in Sector G-6, where it has been allocated Rooms 141 to 144, 147 to 156, 158, 159, 159-A, 159-B, 160 to 167, 170 and 181 on the first floor. Meanwhile, the Maintenance Directorate will be accommodated in Rooms 125 to 133 and 138 to 140 of the same building.

The office order specifies that only movable assets, including office furniture, equipment, computers, stores and official records, will be shifted. No immovable items or fixtures—such as wall-mounted air conditioners, built-in furniture, electrical fittings and partitions—will be removed, dismantled or damaged. All such fixtures are to remain intact in their existing condition.

The CDA has directed all concerned directors to personally supervise the shifting process and complete it through their respective administration sections without disrupting official business. The handing and taking over of the vacated accommodations, along with inventories of fixed assets and duly signed reports, must be submitted to the Administration Directorate within three days of the issuance of the order. The Director Security has also been instructed to ensure necessary security arrangements and coordination during the shifting process.

This administrative reshuffle is part of the CDA's efforts to streamline office space and accommodate the MCI Complex at a central location. The move is expected to enhance coordination among municipal departments and improve service delivery to residents of the federal capital.
