The National Database and Registration Authority (NADRA) has issued guidance for Pakistani citizens who need to convert their existing Computerised National Identity Card (CNIC) or Smart CNIC into a National Identity Card for Overseas Pakistanis (NICOP) before relocating abroad. The authority has detailed the paperwork, biometric requirements, fee categories and timelines involved in the process.
According to NADRA, applicants can begin by visiting a nearby NADRA Registration Centre with their current identity card and the relevant travel or overseas residence documents. The supporting paperwork may include a Pakistani or foreign passport, a residence permit, a work permit or other valid travel documents, depending on the applicant's circumstances. Citizens are advised to make sure all documents are valid and carry the information needed to support the application.
The conversion process follows a set sequence at the registration centre. Applicants first arrive with their CNIC or Smart CNIC and supporting documents, obtain a token from the reception counter and wait to be called. When their token number is announced, they proceed to the designated counter, where registration staff handle the application, including the required biometric verification. Applicants can then complete the remaining steps before their NICOP is issued.
NADRA offers three processing categories: Normal, Urgent and Executive. Processing times vary by category and range from roughly 9 to 31 days, allowing applicants to choose an option that fits their travel schedule and budget. The authority has also published fee details for each category through its official channels.
The NICOP is a key document for Pakistanis living or working overseas, serving as an identity record for citizens abroad. NADRA's latest guidance is intended to make the conversion process easier to understand and to reduce complications for applicants preparing to leave the country.
Citizens planning to travel are encouraged to confirm the latest fee structure and document requirements with their nearest NADRA Registration Centre or through NADRA's official digital platforms before starting the process.
