Pakistan Signs 11 Cooperation Agreements and 14 Skills Projects With China
Pakistan secured 11 cooperation agreements and 14 skills and education initiatives with Chinese institutions during a week-long visit led by PM's Youth Programme Chairman Rana Mashhood Ahmad Khan, covering fields from mechatronics to green energy.

Pakistan has signed 11 cooperation agreements and unveiled 14 skills and education initiatives with Chinese institutions during an official visit to China led by Rana Mashhood Ahmad Khan, Chairman of the Prime Minister's Youth Programme (PMYP), according to a press release issued after the trip. The visit, which ran from October 27 to November 3, was aimed at expanding international qualifications, technical training and employment opportunities for young Pakistanis.
Pakistan recorded the highest number of signings among participating countries at the 27th China Annual Conference and Expo for International Education (CACIE 2026). The arrangements link Pakistani and Chinese institutions in areas including mechatronics, green energy, mobile communications, nursing, modern agriculture, cross-border e-commerce and international skills certification.
PMYP is directly a party to three of the 11 agreements, signed with the China Global Professional and Technical Certification Center, Jilin Electronic Information Vocational and Technical College and Peili Vocational College. The remaining eight involve the University of Lahore, Ghazi University, NUTECH Karachi, the Preston Institute of Management Science and Technology, and the Punjab Technical Education and Vocational Training Authority (TEVTA), working alongside Chinese vocational institutions.
The 14 flagship initiatives announced or witnessed during the visit include an International Nursing Talent Training Base, a Cross-Border E-Commerce Talent Training Base, a Pakistan Tiangong College, a Joint Teacher Training Centre, and new committees focused on industrial robotics and electronic information engineering. Under the academic arrangements, Jilin Electronic Information Vocational and Technical College has already trained 10 Pakistani faculty members and will enrol 15 Pakistani students in its Chinese language programme starting in November.
In a development tied to railway infrastructure and jobs, China Railway Group Secretary Han Hui travelled to Pakistan the same day after strategic discussions with the PMYP chairman, to begin on-the-ground work on skills training and employment linked to the Main Line-I (ML-1) railway upgrade. The chairman also co-launched the International Green Power Talent Development Base with the China Electricity Council, Thailand's Office of the Vocational Education Commission (OVEC) and TANG International Education Group.
"Every student enrolled, and every teacher trained is a step towards a stronger, more skilled Pakistan," Rana Mashhood said. During the visit he addressed the Belt and Road International Forum on Industry-Education Cooperation, calling for vocational training to be aligned with industry needs, joint academic programmes, internationally recognised certifications and stronger vocational teacher training. He also spoke at an International Seminar on Green Energy Talent Exchange and met Pakistan's Ambassador to China, Ali Asad Gillani, and senior embassy officials to discuss diplomatic support for education and skills partnerships.
